Chief Executive Officer
Zabrina Black
Zabrina Black, an accomplished leader with a vision for innovation and growth, joined the Dr. Piper Center in December 2025. Zabrina brings a wealth of experience in driving strategic initiatives, fostering collaboration, and delivering exceptional results. Her leadership style is rooted in integrity, creativity, and a commitment to empowering teams to achieve their full potential.

As CEO, Zabrina oversees all programs and is dedicated to upholding the mission Dr. Ella Piper envisioned, promoting the highest standards of ethics and accountability in nonprofit governance, management and operations.

FGP & RSVP Program Director
Margaret Baugher
Margaret joined the Dr. Piper Center in March 2020 as Director of the Foster Grandparent and Senior Companion Programs. When the Retired and Senior Volunteer Program (RSVP) was integrated into the Center, she transitioned to serve as Director of that program while continuing to lead the Foster Grandparent Program.

In her dual leadership role, Margaret oversees initiatives that provide meaningful volunteer opportunities for individuals aged 55 and better—empowering them to give back to their communities while enriching their own lives. With a long-standing commitment to senior volunteerism, she believes that staying active is essential to healthy aging and strives to help every individual over 55 thrive as they age.

Fiscal Officer
Jorlyn Waldmiller
Since March 2019, Jorlyn Waldmiller has served as Fiscal Officer at the Dr. Piper Center for Social Services, where she does more than manage finances. Beyond her core role in overseeing fiscal operations, she supports the organization’s compliance with federal, state, and local governmental regulators.
Her reliability, expertise, and willingness to go beyond are essential to our mission.

Empower Education Seniors Program
Julia Bush
Julia is a dynamic leader and seasoned computer instructor with over 7 years of experience driving innovation and cultivating talent in the technology sector.

As a Director at the Dr. Piper Center, Julia is responsible for helping hundreds of Seniors build confidence with technology and apply for employment. Her passion lies in bridging the gap between technology knowledge and practical application, a philosophy she brings to her work as an instructor.

Faith in Action Coordinator
Kim Ouellette
Kim joined the Dr. Piper Center, in June 2024 as Faith in Action Transportation Coordinator, where she collaborates with volunteers who drive clients to appointments.
She brings a wealth of experience in community service and a deep passion for helping others. She looks forward to strengthening relationships within the community and expanding the reach of the Faith in Action program.

Transportation Specialist
Stephanie Leonard
Stephanie joined the Dr. Piper Center in September of 2016 as the Transportation Specialist assisting the Senior Companion Program primarily through the Faith in Action Transportation Program and the 5310 Grant.
Stephanie fields more than 500 plus calls the Center receives each year for Senior transportation assistance which illustrates how vital the services DPC’s volunteers provide for our community.

Communications Assistant
Ann Anjelic
Ann joined the Dr. Piper Center in May 2021 and has been the warm, welcoming presence that greets every guest and volunteer who walks through our doors. With exceptional organizational skills and a genuine heart for service, Ann ensures the front office runs seamlessly while making everyone feel right at home.
Dedicated, dependable, and always ready with a smile, she embodies the caring spirit and community values that define the Dr. Piper Center.
